DEVELOPMENT OF THE EU ASYLUM POLICY

Although refugee protection constitutes an importantcomponent ofhuman right committments of states, it has often beensubordinated to themigration and security concerns of states. In theface of huge migratory pressures at their doors,wealthy western states each day are devising newmecanisms and legislations to strenghten the barriersagainst migrants. However this exclusionary attitudealso kept against asylum seekers, which is againstboth the spirit of world refugee protection systemand the loud human right committments of thesestates. The EU has been a crucial platform forinstitutionalization of thisexternalizing tendency against refugees with seriousimplications for the general perception and future ofrefugee protection regime. This study, thereforeexamines the scope and impact of the accessprevention tendencies in the development of EU asylumpolicyuntil 2004. In this respect, the study extensivelydeals with the pre-entry and the post-entry accessprevention measures which act to serve to preventingthe access of refugees to the EU territories.
